Originally, the money was meant to fund the Olympic Games that took place there in 1968, but the income has apparently proven indispensable as it's still collected to this day. If proposed legislation from the Partido Verde Ecologista (a.k.a. the Mexican Green Party) passes, though, hybrid vehicles may soon be exempted from that tax plus the 15-percent consumption tax. Just picked up my Yukon a week ago. Got it for $44000. Fully loaded 4WD. So far its a great vehicle. Moved up from a Envoy. Have not put alot of miles on it yet to check the gas mileage. But it drives real nice. :) (original story)

OK, since I can reproduce this easily I have to ask if anyone else is experiencing it: When driving at 30+MPH, if I put up all the windows in my TCH except one of the rear windows, I get a very rapid ongoing pulsation of air pressure inside the car, I'm talking repeated overpressure, to the point....
